China starts oil and gas legislation

Chinanews, Nov. 2 - According to Xinhuanet.com, China's oil and natural
gas law in its energy law system is not suitable for the current new
situation that oil and gas demand grows rapidly. It was learned from the
Energy Bureau of the National Development and Reform Commission (NDRC)
today that China has already started the preparatory work for oil and
natural gas legislation. NDRC Energy Bureau held a symposium for the
legislation. Relevant officials and experts from PetroChina, Sinopec,
CNOOC, Sinochem Corporation, China University of Politics and Law, China
University of Petroleum and NDRC Energy Bureau discussed about issues
such as preparative work, work flow, work division and cooperation.
"Strive to constitute a good oil and natural gas law in a short period of
time." Attendees suggested establishing a working group to be responsible
for the drafting of the oil and natural gas law, working out the
implementation scheme, proposing goals, subdividing content, defining
division of labor and carrying out tasks as soon as possible. Present
representatives also suggested taking full advantage of the fruits of the
research on oil and gas legislation, using relevant external experience
for reference and combining the actual situation of China's oil and
natural gas industry.
Since 1993, China has become a net oil importer. Net imports of oil has
been growing year by year, intensifying the supply-demand contradiction
of oil and natural gas in the future. Relevant officials with the NDRC
Energy Bureau said that it is quite urgent for China to constitute the
oil and natural gas law, which will be conducive to accelerating the
development of the country's oil industry and guaranteeing stable supply
of oil resources. The legislation will also help ensure the security of
China's economy and the implementation of the sustainable development
strategy.
